DAY - NULM (Deendayal Antyodaya Yojana National Urban Livelihoods Mission)   

This scheme has global coverage across all states with the urban poor, homeless persons, street vendors, etc. to want to join the entrepreneurial revolution in India and make India as a startup nation.

Was launched by the Ministry of Housing and Urban Poverty Alleviation (MHUPA) to boost the urban livelihoods of people by the Government of India on 23rd Sept 2013 by replacing the existing Swarna Jayanti Shahari Rozgar Yojana (SJSRY) and adding more features to this Scheme. 

The NULM will focus on organizing urban poor by proving strong grassroots level institutions, creating opportunities for skill development which will be leading to market-based employment, and helping them to set up self-employment ventures by ensuring easy access to credit(Loans) at affordable interest rates. The Mission is aimed at providing shelter to the urban poor so that they can get equipped with essential services in a phased manner. In addition, the Mission would also address the livelihood concerns of the urban street vendors and street hawkers. PM Kanya Ashirwad Yojana

DAY-NULM Scheme Highlights

NULM scheme encourages and provides necessary credit to urban poor to start-up manufacturing and servicing small enterprises, and petty businesses, based on local skills, crafts, and demand. SBIMF

DAY-NULM Benefits

The Financial benefits provided by the NULM scheme are 

1. For Self Help Groups (SHG) -

   All the SHG's of the urban poor can also avail bank loans on a 7% rate of interest per year. An additional 3% interest reduction will be provided to all women SHGs who repay their loan in time for further loans and the current loans as well. Thus, in the case of timely repayment of loans in the NULM scheme, the effective interest rate would be only 4% rather than 7%. Anganwadi previous papers 

2. For Urban Street Vendors (USV)

NULM aims at providing skills to street vendors, support for micro-enterprises development, and their credit needs so that they can be self-reliant.

3. For Self Employment Programme (SEP)

 The urban poor who wish to set up their own self-employment companies / micro-enterprises can avail bank loan on 7% rate of interest per year. An individual can be given bank loans for projects up to INR 2 lakh for setting up of individual micro-enterprises and for a group of the urban poor, a bank loan is available for projects up to INR 10 lakh. The non-financial benefits provided by the NULM scheme are

1. For Urban Street Vendor

NULM scheme also supports the development of vendor market, vending zone & informal sector markets with infrastructure/civic facilities such as paving roads, water supply, solid waste disposal facility, lighting, storage space etc are a few.

2. Scheme for shelter for Urban Homeless

NULM also provides financial support to State Governments/ULBs for construction as well as operation & management of permanent shelter for urban homeless people. The shelters constructed must be equipped with all other essential services so that the urban homeless in our cities live a dignified life and develop their future.

Sharing of funding: Funding will be shared between the Centre and the State governments in the ratio of 75:25. For North Eastern and Special Category States (Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura, Jammu & Kashmir, Himachal Pradesh and Uttarakhand), this ratio will be 90:10 where in central govt will give 90% of the budget and states will be proving the rest of 10%.
